PROPOSED CONSTITUTIONAL AMENDMENT
Section 1. The seventeenth article of amendment to the Constitution of the United States
is hereby repealed.
Section 2. The Senate of the United States shall be composed of one Senator from each
State who shall be appointed by and serve at the pleasure of the State Legislature.
Section 3. All Federal Judges shall be equally divided into three classes, with the first
class subject to Senate confirmation within six months of the ratification of this amendment, the second class within eighteen
months and the third class within thirty months. All Judges confirmed by the Senate shall serve
for a time filling the three year term of their class and then be subject to confirmation action by the Senate on a three
year cycle.
